(C) On November 21, the Ambassador delivered reftel A points
to President Saca on the draft UNSCR text, and left copies of
the resolution text, PM Maliki's letter to the Security
Council, and Secretary Rice's letter to the Security Council.
Saca told the Ambassador that El Salvador's 8th contingent
continues to prepare for Iraq deployment and that he welcomed
movement at the U.N. towards passage of a resolution. Saca
affirmed, however, "We are not in Iraq because of the United
Nations, but rather because we support the U.S. and consider
ourselves your allies." He added that he continues to work
to pave the way politically in El Salvador to be able to
effect the next deployment and said that his main political
vulnerability could always be the eventuality of additional
Salvadoran casualties.
